Describe the Problem/Error/Question:
In the workflow setting, there is no Share button at the top menu.
Neither there is Allow access to workflow by link option in the setting.
The workflow feature is a deprecated feature and is turned off on by default.
I recommend you build a workflow using the app building feature instead.
The workflow feature is for the Chinese market only. It was never marketed/documented/promoted outside of China.
How to use app building feature to simulate a workflow?
Here is a general idea. Workflow essentially is multi-steps task. Each step, a record have an assigned person to fill some information.
So for each step in the workflow, you can create a page and use filter condition where a user can only view records that assigned to this user.
