Webform specific to a particular respondent/table row

Is it possible on SeaTable to send a webform link to a particular row entry (person/attendee), so that they could add additional form data or update data, without them seeing anyone else’s information?

The submission of a web form creates a new record. You cannot modify an existing record using a web form.

For the use case you have in mind, please use an app.
